Getting your Provisional Licence
The first stage onwards your journey to a Full Driver’s Licence, is to pass the Provisional Learner Licence Test based on the Cyprus Road Code, which is a crucial part of learning to drive. When you get to the stage of your practical test, you’ll need to prove that you can apply what you’ve learned from this test to real life scenarios, when you’re actually driving on the road.
What you need to know
You need to be 17,5 or older when you sit the Provisional Licence test.
The test takes place at the Road Transport (DoRT) office.
The test is verbal in either Greek or English.
The test is comprised by approx. 20 oral questions, regarding road signs and general driving concepts. If you answer at least 17 correctly, you pass.

Important note:
Due to heavy demand for provisional licence tests during daytime, we recommend that you arrive between 10:00 and 12:00 as it tends to be less busy around that time. This way you minimize your waiting time and in some cases, you might even take the test immediately.
The Road Transport (DoRT) office is open Monday-Friday from 08:00 to 15:00 but they don’t handle Provisional Licence tests between 12:15 to 13:00.
Learn the CY road code
The Provisional Licence test is making sure that you’ve studied and understood the Cyprus Road Code. The essence of the provisional license lies in learning the traffic signs and highway code. What does the Provisional Licence Test include?
The test includes an eyesight test and all the traffic signs of the CY Road Code:
- Warning Signs
- Prohibitive Signs
- Compulsory Signs
- Informative Signs
- Road Lines
- Police Giving Signals
- Traffic Light
- Parking Restrictions
What’s needed to pass the Provisional Learner’s Licence Theory Test
The Provisional Licence Test is comprised by approx. 20 questions. If you answer at least 17 correctly, you pass.
If you get more than three questions wrong, you’ll have to re-sit the test. In which case, you’ll have to fill out a new application form, book a new date and pay the €10 fee for another test.
If you pass, they’ll give you a Learner Licence and you can also buy a pair of ‘E’ Learner Car Plates. You’re now ready for your first driving lesson with a qualified instructor.
Eligibility
In order to apply for your provisional driving licence, you need to:
- Fill out the Provisional Licence Application Form. You can download it here or pick one up at your local district department of Road Transport (DoRT) office. Your instructor might also be able to give you the form.
- Have a valid proof of identity (your Cypriot or foreign National ID card)
- Aliens Registration/Residents Permit and copy(s) (applies to non-Cypriots)
- Live in Cyprus (CY)
- Be able to read at least one new-style car number plate from 20 metres or an old-style car number plate form 20.5 metres
- Not be prevented from driving for any reason
- Be able to pay €10 by cash or debit / credit card
- Bring all the required documents listed above to the Road Transport (DoRT) office
Important Note:
Eligible to apply for a Cyprus Provisional Driving Licence and take a Cyprus Driving Test are only Cyprus residents who can prove that they have lived in the country for a minimum of six months. You’ll need to provide evidence that you have been residing in Cyprus for six months, e.g. utility bill. If you don’t have this, or similar proof, you will need to attend the District Offices of the Department of Transport to find out what might be acceptable in your case (applies to non-Cypriots)
Issuing of the Provisional Licence
Once the verbal test is successfully completed, the Provisional Licence can be issued. In order to issue the Provisional Licence, you must return to the front office with the Pass slip along with the required documentation as listed below:
- The completed TOM 7 application
- Your Identity Card
- Two recent passport-sized photographs
- The theory test pass slip
- Resident’s Permit (original and copy)
- Provisinal Licence Issuing Fee: €20
Provisional License Validity Period
The Provisional Licence is valid for 1 year. In case you don’t pass your practical test within that period you will need to renew your Provisional Licence again. To do so, you will need:
- Submit a new TOM 7 application
- Your Identity Card
- Two recent passport-sized photographs
- Provisinal Licence Issuing Fee: €20
What does the Provisional Licence entitle?
You are entitled to drive under the supervision of someone over 30 years of age who has held a driving license for at least 5 years. In the case that the learner has reached the age of 18, they should be under the supervision of someone over 25 years of age who has held a driving licence for at least 5 years.
